FWIW upstart itself is in Debian, but daemons[0] don't support it
out-of-the-box, so this issue doesn't manifest with Debian chroots.
Of course, being able to use Ubuntu chroots on my Debian box is still
desirable -- it avoids needing a separate Ubuntu box :-)

[0] Except fai-nfsroot, apparently.
