Bug#630813: default configuration does not mount devfs (broken on GNU/kFreeBSD)

Default setup is USEDEVFS=no which is always wrong on GNU/kFreeBSD.  The
resulting environment is missing /dev/null, etc, and fails to build most
packages.

Rather than changing the default for GNU/kFreeBSD, I suggest to make the
pbuilder code always assume USEDEVFS=yes when running on this platform.
