Bug#644507: pbuilder produces a confusing error message about the dcs filename if it can't read the dsc file.

If pbuilder is run on a root-squashed nfs file system with no world read
permissions, it complains
that the dcs file name [xxxx.dsc] is not a valid dsc file name. Instead
it would be more helpful
it it admitted failure to open the file.
