Not speaking for the maintainer or the SRM, but I don’t think this
falls under the things fixed in a stable update; besides, developers
usually use, and probably should, the most current tools anyway.
(I think not using debootstrap from sid will also fail you.)

I was able to just dpkg -i those on a stable system, myself.

(Now there’s a much harder issue… debootstrapping wheezy on a
system running Linux 3.x fails in libc’s preinst and that CAN
not be fixed in an update because debootstrap doesn’t look at
them in the first place. Fun. Found by Grml’s Mika.)
