If you run pbuilder create or debootstrap --variant=buildd right now, the
resulting chroot image has no /run/shm directory (or even symlink), only
/dev/shm. That would appear to be because it's now installing systemd in
the chroot by default, as opposed to sysvinit. So, pbuilder is trying and
failing to mount /run/shm, and does nothing regarding /dev/shm.
This is causing build failures, e.g. in libxshmfence (see #773724).
