I think I'd rather let you file the bug if you believe that's a bug in
systemd, as you'd be able to make a better explanation of why it's a bug.
I did notice #674755 which indicates that at some time in the past, systemd
added a /run/shm -> /dev/shm symlink; but I don't see any such symlink on a
current testing or sid system.
