FWIW the problem can be reduced to this:

 perl -MSocket=getaddrinfo -le 'print getaddrinfo("127.0.0.1", 0, { family => 2, flags => 33, socktype => 1 })' 

which gives 'Name or service not known' when only lo is enabled.
