Bug#749961: pbuilder: disable package descript downloads in apt.conf.d/15pbuilder

Please disable downloading package descriptions, they are a waste of
bandwidth in build chroots. You can do this by adding the following line
to the /etc/apt/apt.conf.d/15pbuilder file inside the chroot.

Acquire::Languages none;
