Yes obsolete. They were installed by ftpmaster/webmaster.
Currently, git at ssh://git.debian.org/git/debwww/cron.git
holds cron scripts and:
debwww/cron/parts/1ftpfiles downloads deb files.
debwww/cron/parts/7doc unpacks and installs them.
So please remove such unused code.
