Bug#753944: Regression when installing build-dependencies

Hi,

it seems that the fix for this bug introduced a regression.

I'm using the default USENETWORK=no (which is good), but previously installing
build-dependency would work anywhere because (I imagine) this would be done
after copying the resolv.conf from host, but before unsharing the network
namespace.

Now if the copying is not done at all and the current resolv.conf is wrong in
base.tgz, then installing build-dependencies will fail.

Not sure what a correct fix would be though.
