pdebuild doesn't really do anything fancy...

The only thing I can think of is that it creates a logfile by default
(and it's even documented how to disable it, iirc).

Can you try setting PBUILDER_BUILD_LOGFILE to something non-empty and
see whether pam asks to tap the device at the right time?

Not having any kind of similar thing here makes hard to fix it.  That
said, I wouldn't even know how to fix it without breaking such feature
(if that's the issue…).
