not really.
software *can* modify conf files, but they can't overwrite or override
user settings.
making it parse correctly your user case (that I believe is quite
uncommon ;)) would be an equally policy-ok solution.
Anyway, I like it better now. I haven't tested it at all, but I think
what I pushed should do the trick.
I never liked that try-to-guess-what-the-user-wants anyway, I'd just
remove all that debconf stuff, but that would be a really huge change
compared to the current state...
