Bug#812583: Could use vmdebootstrap

I'm not sure if this is technically sound, but would it make sense to use
vmdebootstrap to setup the virtual image as needed by qemubuilder instead of
wrapping debootstrap manually?

I'm trying to use the same process/image for both qemubuilder and autopkgtest,
but while it looks like there's a lot of overlap, there's really no integration
on that front.
