Hi,
This is because, when executing pbuilderrc, cowbuilder checks for exit
code 1 to mean that the file does not exist. Unfortunately, if anything
inside pbuilderrc itself exits with code 1, this is currently
indistinguishable, and is thus not treated as a failure.
