Bug#836940: cowbuilder, sbuild: should behave identically in regard to default gnupg installation

While we are at it:
We usually file missing build-depends bugs as "severity: serious", and
we do this for as long as I can remember.
This is because release policy says "packages must autobuild", and also
because policy says this:
If build-time dependencies are specified, it *must* be possible to
build the package and produce working binaries on a system with
*only* essential and build-essential packages installed and also
those required to satisfy the build-time relationships (including
any implied relationships).
Is there any particular reason why this missing build-dependency of
xmlgraphics-commons on gnupg should be treated differently?
(Markus says there may be a lot of packages affected, but I've already
built 15000 packages without gnupg-installe-by-default and I've only
discovered a few of them).
Moreover, Markus suggested that I work towards "defining a common
build environment standard". Not sure what he meant by that. Do we
need such standard or we can still use the already existing set of
build essential packages?
I would prefer not to bother the release managers or the technical
committee about this if anybody here could convince Markus that Bug #834744
should be serious (not just because of policy but also because that's
how we usually file FTBFS bugs that happen because of missing build-depends).
