pbuilder (and therefor cowbuilder) has that option since 0.222.
Though I just realized that with the way I added it (just writing them
in /etc/apt/apt.conf.d/15pbuilder, where there used to be only
'APT::Install-Recommends "false";' back in time) won't be applied unless
the --override-config is used while doing the update.
I wonder whether I should be more enforcing of the default APT opts and
pass them to every apt-get call as opposed as just using the config
file.
