[Pcsclite-muscle] SCardGetStatusChange() fails after ~10 card insertions

Are you trying to detect insertion and removal only? AFAIK you have to
ignore lower than dwEventState & 0xFFFF0000
I dont know PY, but declaring variables inside loops isnt a great idea on
C/C++ :P
