I cannot guarantee that all applications will work with this delay. Just 
few of them worked.

That is why I sent the second patch that reverts the default behavior to 
the previous state, just keeping a possibility to change the default by 
the configuration.

With both patches, nothing will change in the default policy, which is 
IMHO correct.
