Filtering out forwarded bugs

Hi,

PET can filter out bugs that are tagged "upstream", but not those that
are "forwarded" without tagging them "upstream".

It would be useful if this was implemented: I wanted to take a look at
bugs that did not receive much attention yet (i.e. bugs that were not
tagged "pending", "wontfix", "upstream", ...) and saw a long list of
forwarded bugs.  But these probably don't require any attention.
