[PET/UDD] How to get your team into UDD vcs table?

Is there any document what exactly to do become a PET-observed team?

The list at

   http://pet.alioth.debian.org/

seems to be very outdated and has mainly nothing to do what I can see in
the vcs table in UDD (or is this not even related?)
