Bug#742221: pet.debian.net: Incorrect URL to changelog of tagged version (pkg-perl)

On the pkg-perl PET, the URL for the latest tagged changelog is incorrect.

Currently it gives this as the URL:

http://anonscm.debian.org/gitweb/?p=pkg-perl/packages/libxml-um-perl.git;a=blob;f=debian/changelog;hb=refs/tags/refs/tags/debian/0.01-8

In the hb section there is a duplicate refs/tags/

The correct URL should be either:

http://anonscm.debian.org/gitweb/?p=pkg-perl/packages/libxml-um-perl.git;a=blob;f=debian/changelog;hb=refs/tags/debian/0.01-8
       - OR -

http://anonscm.debian.org/gitweb/?p=pkg-perl/packages/libxml-um-perl.git;a=blob;f=debian/changelog;hb=debian/0.01-8
