Bug#815087: pet.debian.net: please support version 4 watch files / upstream git repos

v4 has some nice features, including the ability to directly scan a
git repo for tags. It would be great if PET could support these
features.  Alternatively, it might be easier to define the concept of
"upstream git repo", and check those for tags.
