[php-apt-parser-maint] Getting this ball to roll

Long time no news, so... here I go in my attempt to make this ball roll
a little.

	I will:
	
	1- Make a first repository with the minimum proposed files (.inc,
	   LICENSE, README and ChangeLog)
	2- Make a branch called des where I'll include my patches, cgi, and
	   css.

	I'll try to do all this today, now. Any critic/comment is welcome, of
course.

	Details for first point:
	LICENSE: MIT, copyright Jarno Elonen
	README: Snippets of the .inc header, including description and usage
	Changelog: The 2 entries extracted from the actual .inc in svn.

	After that is done, I'll create the branch in branches/des and
continue further disrupting work :-).

	At any point in the future we can merge both. I hope not to offend
anyone, I just want this to be better organized so further work can be
easily merge/managed.

p.s.: Of course all this if my commit rights work, since I've didn't
test them yet :-P
