[php-apt-parser-maint] Small bug

Hello guys,

I found a bug in you nice pice of script - The function 
chb_file_link_from_directory() does not have "global $base_url;" 
inserted, so this URL is ignored for the .changes-URL.
It would be nice to see it fixed upstream ;)
