orb.idl, which is part of libtao-dev, #includes Policy.pidl (yes, not
..idl but .pidl) at line 10. This bug was marked as solved since this package (or
libtao-orbsvcs-dev) now includes all needed .idl files. But Policy.pidl
is missing and needed in order to use orb.idl.
