It can replace {ace,tao}-config. Consider that these files are not generated
if MPC is used. Only if ./configure is started this files are created.

Sure. For MPC there is no sence for pkg-config support.

The license is against the pkg-config sources. We will create *.pc
files for ACE/TAO/CIAO etc. under BSD. This is not license violation
of pkg-config itself (I'm not a lawyer).

It's an alternative solution for {ace,tao}-config where ./configure is
not used.
