Not sure to understand the question: do you mean at package level, or
at distribution level? For the former, there is debian/package.TODO that
has no specific format, except that it's a text file. Plus we have wiki
pages, e.g.

  http://wiki.debian.org/Teams/CORBAPackaging/
  http://wiki.debian.org/Teams/CORBAPackaging/TAO (outdated)

For the latter the Wiki and debian-release mailing list are used.
