I'm not sure to understand your question.

Is it:
1. how much time does it take once the packages are built to upload them to Debian?
2. how much time does it take an uploaded package to be visible to everyone?

If it's 1. then it takes less than 5mn with my bandwidth. 

If it's 2. then it depends if it is a new upstream version (like in this upload) or only packaging changes of an already uploaded upsteam version. For the former since we have new package names (linked to library version) it depends on a manual review by ftp masters of Debian. This process depends on the NEW queue depth (FIFO) and on the ftp masters available time. For the latter it takes only a  few hours.
