thanks for your bug report, I suspect there might even be several bugs here:

so, why does it try to download 4.0-alpha-1 instead of 3.6.3?

second question, though not related to the tbb-launcher codebase directly: why 
is there already 3.6.4 available at 
https://www.torproject.org/dist/torbrowser/ - the usual release cycle is 6 
weeks, and 3.6.3 was released July 25th and 3.6.2 on June 10th.

that too, but this might be an artifact of trying to download 4.0-alpha...
