[Pkg-anonymity-tools] Tor Browser Launcher 0.1.4 released

I just released an upstream version of Tor Browser Launcher that is
fairly urgent to get into Debian. TBL checks for updates by loading the URL:

https://check.torproject.org/RecommendedTBBVersions

But tomorrow (not sure what time) it will get changed to:

https://www.torproject.org/projects/torbrowser/RecommendedTBBVersions

I was hoping there would just be a redirect from the old URL to the new
URL, but just learned earlier tonight that that's not the case [1].

This release includes a quick fix for this problem. It tries to load the
new URL first, and if it fails with a 404 error it falls back to the old
URL. (The next release can remove the old URL code altogether.)

So without this update, at of some point tomorrow when people run
torbrowser-launcher it will fail to install/update altogether.
