[Pkg-anonymity-tools] obfs4 packaging

Hi!

The next generation of obfsucated transport is coming from the Tor
Project and needs packaging:
https://trac.torproject.org/projects/tor/ticket/12910

People seemed ok with having obfsproxy managed by the team, so I'm going
to assume that this set is one is ok as well. Unless you don't want to
touch Go at all. :D
