I tried again.

The workflow is such, that per default, TorBrowser would try to save the
file to my $HOME, then i get the permission error, obviously.
Then i click "Ok". And then i can enter the new location without a
problem, and can indeed print to file.

So this is just more of a usability issue than a bug in tbl itself.
