[Pkg-anonymity-tools] Bug#767883: torbrowser-launcher: Torbrower is always downloaded

Dear Maintainer,

Everytime I launch torbrowser-launcher, it thinks Torbrowser is outdated and
redownloads it. I think the version detection is broken.
