[Pkg-anonymity-tools] Why is TBB not free?

Hi

I'm frustrated to see that TBB is not available for Debian. There is
only a torbrowser-launcher in "contrib", that is not a part of Debian.

Why is TBB not free?

Is the source available?
Is that a license problem?
Is there a stability problem?
