[Pkg-anonymity-tools] migration to pkg-privacy

I've started doing that, but only Ximin can modify the TODO-MIGRATION
files, so for those that I needed to modify, I've replaced the file
with a new one (owned by me) with the same content and g+w.

- vidalia: blocked until next upload to sid, which won't happen since
  we've requested its removal from the archive; not sure what to do
  about it; we'll see if we ever do a stable pu or security upload
- torsocks, mat, parcimonie: blocked until next upload
- onioncat: made branches setup consistent with gbp defaults, now
  blocked until next upload
