[Pkg-anonymity-tools] Bug#804394: torbrowser-launcher: recommends alpha updates due to 5.5a4-hardened being added

Normally torbrowser-launcher only downloads stable versions of Tor
Browser (currently 5.0.4). Now that 5.5a4-hardened is out, torbrowser-
launcher started offering it but since it is in alpha, it should not be
offered to users of 5.0.X yet.
