[Pkg-anonymity-tools] Bug#795240: don't depend on tor - probably easy to fix now

Hi,

the 0.2.2 changelog includes this line:

* System Tor is now an optional dependency

So I guess we can now move tor to recommends or suggests indeed. Or maybe stop 
expressing a package relation at all.
