control: tags -1 unreproducible

Hi,

while I could reproduce this bug once today, I also cannot reproduce it on
https://jenkins.debian.net/view/torbrowser/ - eg
https://jenkins.debian.net/view/torbrowser/job/torbrowser-launcher_test_on_jessie_amd64_from_unstable/15/
reproducibly doesn't show this bug, using 0.2.1-1 from sid on a jessie system.

But then, I helped a friend to fix their "torbrowser is broken in jessie"
problem, by installing 0.2.1-1 from sid and this showed the "TypeError: url
must be bytes, not unicode" issue, which was quickly fixed by upgrading to
0.2.2-1 from experimental.

So I (temporarily for now) added this to the jenkins jobs:

export LANGUAGE="de"
export LANG="de_DE.UTF-8"
export LC_ALL="de_DE.UTF-8

and, still, 0.2.1-1 from sid ran fine on jessie, no sign of #805078 there. So,
how to reproduce this bug?

cheers,
	Holger
