[Pkg-awstats-devel] Build-Depends-Indep

A sponsor of one of my packages had me change my Build-Depends-Indep on
cdbs and debhelper to a Build-Depends per Section 7.6 of the policy
manual which states that dependencies of the clean target must be met by
Build-Depends (not Build-Depends-Indep). If this is correct (seems
consistent with the published policy to me) then we should fix awstats.
Given my lack of experience, I would have preferred to hear someone
else's opinion on the matter.
