The trademark policy on Mozilla's site has something to say:

There are two additional broad categories of things you can't do with
Mozilla's logos. The first is to produce modified versions of them. A
modified logo also would raise the possibility of consumer confusion,
thus violating Mozilla's trademarks rights, too (remember the
overarching requirement that any use of a Mozilla trademark be
non-confusing?).

I'm not familiar whith the DFSG compatibilities, but the license clearly
says that you can't modify the logo.

There are many things in main with that icon... right now I found
another RC bug with the same issue: #388867 .

don't know if there can be exceptions to that.. you can do a nice b&w
placeholder logo and put the firefox icon on non-free :P
