    Raise b-d on debhelper to 9.20160306~
    
    We use --no-restart-after-upgrade for dh_installinit and
    dh_systemd_start to stop the services in prerm and start them
    again in postinst.
    
    This also ensures an easy way to backport bacula to Jessie, as
    jessie-backports already has a newer version (9.20160403) of
    debhelper.
