[pkg-bioc] Google Summer of Code submission

I added 'debianization of CRAN' as a possible idea for Debian's participation
in Google's Summer of Code 2006 -- see wiki.debian.org/SummerOfCode2006
Please feel free to add, refine, hash out ideas, ...   No idea as to how
likely or unlikely this is to be picked, though.
