 * fairly properly announcing the technical difficulty that prevents a package
   to be built
[r_pkg_upload.pl]
 * determine which packages of a repository that are locally available are
   still missing on the Alioth repository upstream
[r_pkg_upload.sh]
 * close-to-userfriendly wrapper for the above
 * performs scp to repository
 * updates Packages and Packages.gz
