The Debtags are now added to the control file, in accordance with an email
by Enrico Zini from 9/2006:

I do not like the tags in the control file too much, so I must admit. And the
latest FAQ of the Debtags project do just mention as a matter of regular debate.
I'll think of how to come up with a solution that is external to the control files,
possibly in redundance for a start and will add a flag to cran2deb.pl
to switch either on or off.
