[pkg-bioc] version dependencies, import vs depends

Hello,

there are dependencies between packages that are
even announced in the DESCRIPTION file

Package: genefilter
Title: genefilter: methods for filtering genes from microarray experiments
Version: 1.14.1
Author: R. Gentleman, V. Carey, W. Huber, F. Hahne
Description: Some basic functions for filtering genes
biocViews: Statistics, Microarray
Maintainer: Biocore Team <biocpkgs at lists.fhcrc.org>
Depends: R (>= 2.1.0), methods, Biobase, survival
Suggests: class, hgu95av2, tkWidgets
Imports: annotate (>= 1.13.7)

but that do not show up in our control file

Maintainer: CRAN/BioC packagers <pkg-bioc-devel at lists.alioth.debian.org>
Standards-Version: 3.7.0
Build-Depends: r-base-dev (>> 2.3.0), debhelper (>> 4.0.0), cdbs, 
r-bioc-biobase, r-cran-survival

This is what it looks like during package build:

Error in importIntoEnv(impenv, impnames, ns, impvars) :
        object 'getAnnMap' is not exported by 'namespace:annotate'
Execution halted
ERROR: execution of package source for 'genefilter' failed

The package has authors that certainly have a very good understanding of R. 
What did they mean by putting annotate on the imports list? That is would not 
be needed by a mere R CMD INSTALL? Should we amend our scripts or send a bug 
report to the authors package?
