Hello Shawn,
Yes, it has been built and is installable in unstable on all architectures.

What happens is a developer builds the package on one architecture and
uploads it to Debian unstable. At that point, Debian's infrastructure
builds for all other architectures and uploads to Debian unstable.
What you saw was an announcement that a developer uploaded the i386
build. At that point, the Debian auto build infrastructure took over
and started building the rest. There is a couple hour to a day delay
between when the first upload occurs and when the builds are available
on all architectures. Also, it takes time for all the Debian mirrors
across the world to get the new packages. It's been about a day since
they were built, so it should be available on most mirrors by now.
