In order to get ISCAN to stick, in addition to the hcid.conf change (discovto 0)
I have to:

- unplug the USB dongle
- /etc/init.d/bluetooth stop
- unload all bluetooth modules
- /etc/init.d/bluetooth start
- plug in the dongle
