The reason for a package to be in contrib, is that it is free itself,
but requries something from non-free to be functional.  contrib packages
without access to non-free have no purpose in general.

Hence this is not a bug, but completely correct use of the contrib
section.

I doubt the firmware was ever in main.  If it was then this package
would also have been in main.

How about closing this incorrect bug, to help Etch get it's RC bug count
down.
