the outgoing passkey is now handled through dbus and by passkey-agent since 3.0, I'm going to better document this and provide a friendlier passkey-agent (upstream's is only an example btw).
for now:
passkey-agent --default <your_passkey> &
should set the default passkey for every outgoing request, otherwise:
passkey-agent <your_passkey> <btaddress> &
should set the specific passkey for bluetooth device btaddress
