This looks like an outgoing connection, thus the pincode will be asked on your
workstation by the pin helper.
(the quick and _unsupported_ hack here would be to add "00:18:13:1B:D4:0F 1234\n"
to /var/lib/bluetooth/00:0F:B3:9A:02:A0/pincodes and see if that fixes it)
